Regular Supervisor Board Meeting

In attendance for the supervisor board, John Jones, Heath Gillham, Jim Kloster, Russell Nelson, Steve Langanki, Clerk Sandy Forsman, Treasurer Lenore Johnson. Absent Maintenance Supervisor Brian Opatz.

 

Meeting was called to order by chairman John Jones.

 

Pledge was recited.

 

Open form for citizen comments-None

 

Review of the agenda- Motion by Jim to accept the Agenda and Russell seconded. All in favor motion carried.

 

Consent agenda- November minutes, Jim made a motion to accept the minutes as written   and Heath seconded all in favor motion carried.

                             Clerks report- Clerk asked for a motion to allow a extra ballet to be included for the march elections with the question to the residents if the March election can be moved to a November election because of a state mandate that all elections must be with the electronic machines starting in 2010. The increased cost of programming the machines and having the more expensive ballets made, is about five times the cost of a normal March paper election. Jim made a motion for the clerk to contact the Township Association with the question of possible changes that would affect the township with the change to a November election. If the changes are not drastic notify the board for a decision as to notify the residents of the extra ballet. Heath seconded all in favor motion carried. Motion to accept the clerks report by Jim and seconded by Heath all in favor motion carried.

 

 

                           Disbursement list- Motion by Jim to accept the disbursements list and seconded by Heath all in favor motion carried.

                 

                           Audit of claims- Ck # 6816 Johann Massman $55.84, Ck # 6830 Public Insurance $587.11, Ck # 6836 Johnson Materials $ 412.63. Motion by Heath to accept the audit of claims and seconded by Steve all in favor motion carried.

Treasurers report- Lenore asked the board if they would like to transfer $10,000.00 into the Contingency Fund from Road and Bridge, Jim made a motion to move $10,000.00 into the Contingency Fund and Steve seconded all in favor motion carried.

The December settlement of $328,828.09 was received from the county it was $16,000.00 less then 2007 December amount.

To be deposited to Building fund $450.00.

Revenue has before the Dec. Settlement $95,037.06, Road and Bridge $39,151.59. For available monies of $134,188.65.

Fire Fund $210.84, Building Fund $767.08, Capital Imp $669.00, Contingency $15,491.27, Checks Out $1,453.95, Checking $242.12. Motion by Russell to accept the Treasurers report and seconded by Jim all in favor motion carried.

 

Discussion on the direction the township would like to take in five or ten years. Various comments from board members on the state of the economy that would effect the township, population, possible business expansion to the township, the role our Planning and Zoning board  will play and effect the future.

 

Rockford Township Employee Manual- Steve and Heath will review the manual and see how it can be adopted for Silver Creek Township. Will report to the board at the January meeting.

 

Letter from Wright County Highway department on Federal Funding for Urban and Rural Roads, applications must be returned by January 6th. Board asked clerk to get the application and have Brian review and fill out for our Townships roads.

 

Maintenance report-John read Brians report . The dump truck had a leak and had it repaired. Attended a meeting at the county on the spread of Wild Parsnip.  Have plowed and sanded as needed.  Motion to accept the maintenance report by Heath and seconded by Jim all in favor motion carried.
