REGULAR SUPERVISOR BOARD MEETING

Supervisor Heath Gillham called the meeting to order.
In attendance for the supervisor board, Heath Gillham, Jim Kloster, Alfred Shenton, Russell Nelson, Clerk Sandy Forsman, Treasurer Lenore Johnson, Maintenance Brian Opatz. Absent John Jones
Pledge was recited.
Open form for citizens –None.
A motion by Alfred to close quotes for loading & hauling gravel, seconded by Jim all in favor motion carried.
Review of agenda, Motion by Jim to approve agenda with any additions and seconded by Alfred all in favor motion carried.
Consent Agenda-Minutes of
Clerks report, motion by Jim to accept the clerks report and seconded by Alfred all in favor motion carried.
Disbursements- Motion by Russell to accept the disbursements and seconded by Jim all in favor motion carried.

Motion by Jim to accept the audit of claims and seconded by Alfred all in favor motion carried.

Motion to close the bidding for the paving project by Jim and seconded by Russell all-in favor motion carried.
Opening of quotes and bids.
The quotes for load and hauling are as follows, Mc Namara $3.20 Cubic Yard.
Wm Scepaniak $2.28 Cubic Yard
Motion by Alfred to accept the quote of Wm Scepaniak for $2.28 cubic yard and second by Russell all in favor motion carried.
Road improvement paving bids as follows, Astech $290,846.60, Hardrives Inc. $261,300.25, Knife River $250,187.32, Mid Minn Hot Mix $262,225.00, A motion by Russell to accept Knife Rivers bid of $250,187.32 for the project, this was seconded by Jim all in favor motion carried.
Patty Gangelhoff asked to speak of her concerns on fire arms being fired near her home and back yard. .Patty asked the board to consider a ordinance banning firing of fire arms in a area where homes are in a cluster and a certain reasonable distance from residents and animal shelters. .Jim explained that the board would ask the township attorney Tim Young what the township can do legally on a request such as this and can the township enforce a ordinance as requested. Jim will contact the township attorney and when a reply is received have the board review the findings.
Russell made a motion to table this request till legal council replies, Jim seconded all in favor motion carried.
John Jones requested a motion from the board to order a map display case for the town hall, the board was presented with a description of the case, Jim made a motion to have the clerk order the display case and Russell seconded all in favor motion carried.
Review of letter from West Central Sanitation- Jim spoke on the cost to the township for recycling and the effect it has on the Revenue fund of 1/3. Jim spoke of possible solutions. A special assessment for recycling of $25.00 per resident, raising the revenue levy. Motion by Jim to contact the township lawyer on the ability of the township to special assessment for recycling second by Alfred all in favor motion carried.

Maintenance report- Brian stated he has been working to keep the roads in good condition, the trucks had to have new batteries installed, Brian stated that he would look into the cost of the wet land monitoring on Eagle Lake .
Motion by Alfred to accept the maintenance report and seconded by Jim all in favor motion carried.
