In attendance were chairman John Jones, supervisors Heath Gillham, Jim Kloster, Alfred Shenton, Russell Nelson. Clerk Sandy Forsman, Treasurer Lenore Johnson, Maintenance Brian Opatz.

 

John called the meeting to order.

 

Pledge was recited.

 

Open form for citizen comments.- None.

 

Review and approval of agenda.- Heath made a motion to approve the agenda with any additions and Jim seconded all in favor motion carried.

 

Approval of the consent agenda including clerks report, disbursements, and minutes of May 15th, 2007, Jim made a motion to approve the consent agenda and Heath seconded all in favor motion carried.  Clerk asked the board if there was interest to attend the summer short course in July. Alfred and Russell stated they would attend, the clerk so noted.

 

Audit of Claims.- Ck # 5924 for $2,700.00 to Taylor Land Surveyors, Ck # 5925 for $1,465.00 to Astech, Ck # 5926 to City of Maple Lake $8,580.00. Jim made a motion to accept the audit of claims and Alfred seconded all in favor motion carried.

 

Treasurers report.- Deposited to Revenue $5,068.25, R&B $3,697.19 to be deposited  Revenue $490.00, R&B $68.74, Bldg $150.00. Revenue now has $110,687.05, R&B $92,886.67, available money $203,573.72. Fire funds $7,655.59,Building $4,643098, Capital Imp. $ 91,940.33, Contingency $20,742.17, LL&142nd $941.25, Checking $400.42, Checks out $218.37. Motion to accept the treasurers report by Jim and seconded by Russell all in favor motion carried.

 

Ken Yager township assessor contract renew.- Ken appeared before the board with a statement of renew for three years, the rate has not changed, motion by Jim to accept the new contract and seconded by Alfred all in favor motion carried.

 

Mr. Dean Johnson Resource Strategies- Mr. Johnson spoke of the report he had forwarded to the board on his review of the Wright County Land Use Plan. His comments included comparisons of other Township plans to Silver Creeks Land Use Plan. He pointed out the Wright County designates the vast majority of the Southwest half of the county as Agricultural. Nearly half of Silver Creek is designated Agi. Res. Including

 some Resi. Large Lots. Designations of Commercial and Industrial land use are scarcities throughout the county. Currently there are nearly four quarter-quarter sections at the Hasty interchange designated Commercial , one of which lies in Clearwater Township. The net land for development in Silver Creek is restricted due to the amount of right-of-way associated with the interstate highway and the interchange.Mr. Johnson’s overall impression of the Wright County Land Use Plan is that it is somewhat misleading given the amount of Agi Resi. Land use designation and the corresponding level of Agi. Resi. Zoning. The board thanked Mr. Johnson for Appearing.

 

Residents from 127th Ave appeared, Heath Gillham stated for the record he abstains from any comments on this subject.  John Gillham, Jim Hayes, Ken Brevick. Mr. Gillham spoke first he stated that he felt not enough information had been given to him before the road project began. Brian from maintenance spoke and stated that Mr. Gillhams hill was cut down 11 feet due to the material in the soil and that he tried to make adjustment to Mr. Gillhams land to suit the road change and benefit Mr. Gillham. Mr. Jim Hayes spoke that crops that he planted were lost from this road project, Mr. Brevick spoke that trees that he wanted saved were destroyed. Jim spoke that if there was compensation due to these three individuals the board will try and satisfy there claims. Jim made a motion to have two board member go out to the properties of these individuals and and determine the losses. Alfred seconded all in favor motion carried. Jim and Russell volunteered to do a site inspections.

 

Temple Update- Jim spoke of the meeting at the site of the temple on June 14th with Carla Heeter, Scott Decker and Craig Schultz. The conditional use permit issued in 2004 stated that the grounds would be used for the monks living quarters and spiritual worship with the grounds to be used for orchards and gardens with a few events a year. A site plan has been requested by the County to define exactly how the property was to be laid out and at a June 28th meeting be presented to the county board. Resident Wally Coudron a neighbor of the Temple stated that the events and gatherings have caused problems numerous and troubling to neighbors, the conditional use permit has been not followed as written. A possible ordinance may have to be written to cover loud music for events such as the Temple hosts. Jim to talk to the township Attorney.

 

 

Lock Lake Heights Residents- Residents from the Lock Lake Heights development appeared with there concerns on the proposed Pine City Development. Chris Denn from the Pine City Development presented a plan that showed the proposed roads for this development. The residents agreed that it was a better plan then first presented but had there concerns on the wet lands around the proposed development. Chris stated that he would comply with the Townships road specifications and Wright Counties Soil and Water Department rules on wet lands. Jim made a motion to approve the concept plan dated June 6th, 2007 on this development and Heath seconded all in favor motion carried.

Larry Grimley- No Appearance

 

Planning and Zoning Board- With the need to have two new members for the Silver Creek Township Planning and Zoning board the Supervisor board asked the clerk to post on the Web site a notice for application to the Planning and Zoning Board for two new members. To also be posted  in the Monticello paper and on the outside bulletin board. A short letter of introduction and qualifications to be received at the township office before the August meeting for those interested. 

 

Maintenance Report- A resident from the frontage road on 148th St. looked from the township for  different signage so that this road will not be confused as the freeway entrance, it seems that some trucks existing from the truck stop confuse this street with the freeway entrance and they end up in the residents yard. It was suggested that a sign of a truck with a slash through it may end some of the confusion. Jim made a motion for Brian to look into different signage and Heath seconded all in favor motion carried. Brian to look into such a sign .Put a culvert on 90th St. a town line road maintained by both Maple Lake and Silver Creek. Started the summer week mowing on the top cut. Dust control applied to all designated roads except 120th and 127 . Does the board want chloride on 120th and 127th? Board to table this until July meeting. Would like to do some seeding but after contacting a company for a price found that this would be cheaper for the township to tackle. Over the weekend some vandals came and broke 5 machine windows on the contractors machines. Will try to grade roads as it rains Motion to accept the maintenance report by Heath and seconded by Jim, all in favor motion carried.
