REGULAR MEETING SILVER CREEK TOWNSHIP SUPERVISORS

MARCH 18TH, 2008

John called the meeting to order, in attendance were John Jones, Heath Gillham, Jim Kloster, Alfred Shenton, Russell Nelson. Clerk Sandy Forsman, Treasurer Lenore Johnson, Maintenance Brian Opatz.

 

Pledge was recited.

 

Open form for citizen comments- Residents from Ellingwood Avenue appeared before the board to request chloride to be placed on there road this spring. Brian stated that he would be losing about 1.3 miles of gravel roads to paving this spring. Jim told the residents that this would be taken under advisement at the future meeting dealing with what roads will be chloride and the residents will be notified.

 

Review and approve of the agenda- Motion by Jim to approve the agenda and seconded by Russell all in favor motion carried.

 

Consent agenda items- Minutes of February 19th, 2008, Jim made a motion to accept the minutes and Heath seconded all in favor motion carried.

Clerks report- Alfred a made a motion to accept the clerks report and Heath seconded all in favor motion carried.

Disbursements- Motion made by Jim to accept the disbursements and seconded by Russell all in favor motion carried. John asked Brian if the township ever puts out a bid for fuel for the township, Brian stated he looks at fuel costs and is satisfied that the township is getting a good rate on fuel costs.

 

Audit of Claims- Ck # 6240 for $255.00 to Multi Panel, Ck # 6247 to Sams Club for $10.00, Ck # 6253 for $304.00 to Young, Brown and Pagel. Motion by Alfred to accept the audit of claims and seconded by Jim all in favor motion carried.

 

Treasurers report- To deposit to Revenue $60.00 to Road and Bridge $1,759.67 for gravel tax for a total of $1819.67. Funds as standing Revenue $139,382.04, Road and Bridge $141,743.05 for available funds of $281,125.09. Fire $5,104.30,Building $3,885.42, Capital Imp. $45,395.23, Contingency $17,955.88, Checking $590.02, Checks out $5,803.01. Motion to accept the treasurers report by Russell and seconded by Heath all in favor motion carried.

 

New business- Set date for road tour. April 11th, 2008 8 A.M.

John made a request to the board to have Alfred stay on as the township representative to the Maple Lake Fire Department board. Jim made a motion to have Alfred as our

representative and to have a fee of $50.00 paid to him for each meeting, Heath seconded all in favor motion carried. Clerk stated that a date of April 27th has been set aside to honor Alfred’s 24 years of service to the township by having a open house to be hosted by the township from 1 to 3 P.M..

 

Discussion on Clean Up Day procedures May 17th, 2008. Because of some concerns of working volunteers who wish to benefit from the cast away articles it was decided that no volunteer can take any article off a vehicle or trailer until it is placed at its designated area.

 

Contract for extra coverage by the Wright County Sheriff Dept. Heath made a motion to have the clerk send a request to the appropriate person about acquiring extra patrol coverage in  Silver Creek township. The township is requesting an extra 8 hours a week With  scheduling to be at the convenience of the dispatcher. Jim seconded all in favor motion carried.

 

Maintenance Report- Brian stated he received a quote from Wenck Association a firm that is willing to monitor the wetlands on Armitage and the Eagle lake boat landing for a rate of $85.00 Hr. This would require about 2-5 hours per monitoring for at least three times a year. For  three years until the wetland replacement is approved by the Wright County Soil and Water Conservation. Motion by Jim to hire this firm and seconded by Heath all in favor motion carried.

Brian stated he had to buy four new tires for the dump truck for $1,600.00 total for four.

Dust control payments by residents that are not on roads considered for chloride and would like dust control applied to there road must have there payments to Brian by May 15th.

Brian requested that the clerk contact Clearwater Township on there cost share on Elder Avenue which is a town line road for Chloride. Plowing of snow  was done as needed.

Brains trip to the equipment show in Nevada he stated was a lot of walking and a lot of information acquired with different ideas included. He felt it was well worth the trip.

Motion to accept the maintenance report  by Jim and seconded by Heath all in favor motion carried.

Heath made a request to the board that any meetings or litigation concerns on 127th Avenue he be excused from attending because of personal connections. John as board chair stated his request would be honored.

 

Motion to adjourn by Jim and seconded by Heath all in favor motion carried.
