REGULAR MEETING SILVER CREEK SUPERVISORS

MARCH 17TH, 2009

7 P.M.

The meeting was called to order by chairman John Jones. In attendance John Jones, Heath Gillham, Jim Kloster, Russell Nelson, Steve Langanki, Clerk Sandy Forsman, Treasurer Lenore Johnson, Maintenance Brian Opatz.

 

Pledge was recited.

 

Open Form- A representative from Schultz water softener gave a report on the reason that rust has been appearing in the plumbing fixtures. He stated that a iron filter needs to be installed in order to correct the problem. He gave a estimate of $1000.00 to put the required model filter system in. The board thanked him and stated that they will contact him with the decision.

 

 

Review and approve of the agenda- Seven quotes were presented by Brian for board consideration for gravel hauling.

Bjorklund at $2.74 per yard, WDS Inc. $2.76 per yard, Schendzielos $3.28 per yard, MBE Co. $3.29 per yard, Mathowietz $3.25 per yard, B. McNamara $3.40 per yard, Peterson Trucking $5.25 per yard. Bjorklund was present for the review and board asked questions on his equipment and time line . Heath made a motion to accept the quote from Bjorklund Companies for $2.74 per yard and Jim seconded all in favor except Steve motion carried. A quote from DCI for chloride application was presented the only quote

Received. For .69 cents  a gallon for 70,000 gallons. Steve made a motion to accept the quote for .69 cents a gallon from DCI, Heath seconded all in favor motion carried.

 

Motion by Jim to accept the agenda and seconded by Steve all in favor motion carried.

 

Consent Agenda- Minutes of February 17th, 2009. Heath made a motion to accept the minutes as written and seconded by Russell all in favor motion carried.

Clerks report- Jim made a motion to accept the clerks report and Heath seconded all in favor motion carried.

Disbursements- A question of insurance coverage that covered township supervisors and the clerk and maintenance and treasurer for life insurance coverage for the year was presented. The question was to leave the coverage at $10,000.00 or raise it at a cost of a addition $60.00 person by motion of Steve to leave the coverage as is was made and Heath seconded all in favor motion carried. Motion to accept the disbursements

By Russell and seconded by Jim all in favor motion carried.

Audit of Claims- Ck # 6702 Maple Lake Messenger $89.10, Ck # 6703 Wright County Auditor (Sheriff coverage ) $1941.33, Ck # 6719 Public Ins $587.11, Jim made a motion to accept the audit of claims and Russell seconded all in favor motion carried.

 

Treasurers report- Received Town Road Monies of $26,526.49 and a insurance reimbursement of $2239.43. To be deposited Revenue $117.00 & Bldg $150.00.

Revenue account $130,612.24, Road and Bridge $187,723.80 Available money $318,336.04.

Fire Fund $9,805.27, Building $555.04, Capital Imp $44,120.72, Contingency $25,505.70, Checks out $13,143.62, Checking $321.16.

Motion to accept the Treasurers report by Steve and seconded by Russell all in favor motion carried.

 

Darin from Excel Energy presented a update on the Capx.2020 , Darin presented a map of the proposed new power line routes a preferred and a second option and a possible third option. The preferred option is located along the old rail road tracks on the north side of the freeway will little impact for residents. There would be a 1000 foot wide right of way. Proposed starting date if all permits are oked is 14 months. Board thanked Darin for his update.

 

Silver Creek Township has had its first Audit of finances by the accounting firm of Schlenner-Wenner & Co. of St Cloud. All was in order with a few suggestions by the firm . Jim spoke of these suggestions on how the books could be more simplified for the treasurer and the clerk. Jim suggested that Molly from the firm sit down with the clerk and treasurer to go over these suggestions. John stated that this will be done .

 

John spoke to all on the importance of the payroll time cards and sheets to be presented to the clerk in a timely fashion. If not received by Friday of the week prior to the regular meeting that payment will be with held till the next month.

 

Those to attend the short course in St. Cloud March 23rd to try to arrive by 9A.M. at the St. Cloud Holiday Inn.

 

John spoke on the progress of the future playground in Silver Creek Township and how Mike Ludenia was willing to donate the land for a exchange of the old maintenance building to be moved to his property. In preparation of the land for the playground a inch of top soil would be removed and replaced with black dirt and seeded. Further updates to come

 

Board made a date for May 1st for the township road tour. Starting time 8A.M.

 

Maintenance Report-Plowed snow as needed, board  needs to consider a Right-Of- Ordinance, Will be putting a seal and crack quote out for those interested. In talking to Maple Lake maintenance discovered that there is a rebate for replacing lighting to the new type of bulbs that are more efficient will get quotes because the lighting in the shop needs to be updated and also in the hall. Will be going on vacation April 11th for a week.
