Regular Meeting Silver Creek Township Board

John called the meeting to order, in attendance for supervisor board John Jones, Doug Schneider, Heath Gillham, Russell Nelson, Steve Langanki, clerk Sandy Forsman, treasurer Lenore Johnson, maintenance Brian Opatz.

 

Pledge was recited.

 

Open Form- None

 

Approval of agenda- Heath made a motion to approve the agenda and Russell seconded all in favor motion carried.

 

Consent agenda-Minutes of April 21st, 2009 Doug made a motion to accept the minutes as written and Steve seconded all in favor motion carried.

Clerks report- Doug noted that the clerks report should have read the date of classes for Brian and the clerk should be June 16th not May 16th as in the report, clerk noted the change.Doug made a motion to accept the clerks report with the correction and Russell seconded all in favor motion carried.

Russell asked that a note of thanks should be added for Brian and Sandy’s work on clean up day, so noted.

 

Disbursements- Motion by Doug to accept the disbursements and Steve seconded all in favor motion carried.

 

Audit of Claims-Ck # 6612 Lenore Johnson $17.60, Ck # 6623 Birchem $58.50, Ck # 6637 Russell Nelson $317.55. Motion by Doug to accept the Audit of claims and Russell Seconded all in favor motion carried.

 

Treasurers report- Clean-up day $4940.00 deposited

 To deposit 1st Q recycling $805.80   $110.00 Misc. to revenue, $1519.48 Road and

  Bridge.

Doug made a motion to accept the treasurers report and Russell seconded all in favor motion carried.

 

New business- Silver Creek Community Church Pastor Tim

Pastor Tim spoke to the board that Mr. Ludenia was willing to donate the building on the proposed site for the playground in exchange that the building occupying the site now be moved to his property. The cost would be about $25,000.00 and would come from donations. He talked about fund raisers that would help to set up this playground.

John spoke of a letter received from the Township attorney stating that the responsible party for any pollution cleanup would be the Township since the maintenance department occupied the site for a number of years before Ludenia ‘s ownership. Doug inquired on how the transfer of the property would be done, pastor Tim stated that the church would donate it to the township . Russell asked if they have inquired on any donations of playground equipment, Pastor Tim stated that this was on the to do list. Russell asked is Mr. Ludenia could attend the June regular meeting, his son who was in attendance thought he would. Board thanked those in attendance.

 

Road tour discussion-Doug asked how many roads are graveled, chloride, blacktopped. Brian stated that about 45 miles are graveled, 22 are chloride, 25.5 blacktopped and about 23 miles no chloride with lite travel. Brian stated that chloride would be applied about June 8th.Motion made by Steve to leave the main roads for chloride at this time Doug seconded all in favor motion carried.

Board discussed the request of residents to have dead ends chlorided, the boards position has been to have the most traveled roads chlorided and this is determined by a counter placed on the road. Doug stated that on these dead ends there is no wear and tear just a dust issue. Steve made a motion to have just the main roads chlorided and Doug seconded all in favor motion carried. Letter to be sent to residents on 150th Amery Avenue.

 

Chris Klein appeared before the board-Chis spoke of the meeting with the Planning and Zoning Board the previous week and requested a decision on his request to move a entitlement. Doug apologized for the events of that evening, Heath stated that questions relating to the contractors agreement had no place at the Planning meeting this was a regular board issue .John asked the board to approve Chris request, Russell made a motion to approve the request to move the entitlement to out lot B and combine lots 2&3, Steve seconded all in favor motion carried.

Heath stated that the contractors agreement had been accepted and should have not been questioned by the planning board. Johann then stated to the board that he apologized for holding up the decision on Chris request. John stated that the two boards need to put together a procedure and process procedure.

Chris stated that he received a letter from the board concerning two culverts in question as of condition and the condition of the road in one spot. He is waiting to hear from Gary Frehn and Knife river on both of these issues. Chris will let Brian know the outcome.

Maintenance report-Have been graveling the roads will finish next week, the new gravel haulers seem to be working out well. The crack fill projects are completed also the crack patching as well. Had a break down of the loader Zieglers fixed two hoses that blew out. As the board requested from the road tour 147th & Clementa and 145th St were widened with the grader. I also fixed the touaround on 94th St.

Completed the reshaping of the ditch on 127th and also reseeded it. Steve made a motion to have clerk contact the lawyer for a acceptance and completion letter of the project for Mr. Gillham to sign off on. Doug seconded all in favor ,motion carried.

Graded roads when rained. Set the counter on 127th and it counted 1870 but when I stopped and watched it counting noted that it was not uniform, so will put it out again to see the count and compare.  Doug asked about the boards thoughts on abandon the turnaround on Bice Ave.And make the turn around further down.  After discussion the members of the board stated a letter needs to be sent to the land owner to notify him of the change. Clerk to do so.   Doug also but together a grading sheet work sheet for Brian to account for time spent on roads so if a resident should ask when was the last time his road was graded Brian can just pull out the sheet and give the resident a answer.

Motion to accept the maintenance report by Russell and seconded by Doug all in favor motion carried.

John talked about a article in the West Sherburne paper on new speed laws concerning rural residential areas to setting them from 55 miles a hour to 35 miles a hour for safer road ways for residents.

 

Steve made a motion to adjourn and Russell seconded all in favor motion carried.
