REGULAR MEETING SILVER CREEK PLANNING AND ZONING

STEVEN DUNCAN CALLED THE MEETING TO ORDER, IN ATTENDANCE FOR PLANNING AND ZONING, STEVEN DUNCAN, RALPH UECKER, STEVE LANGANKI, KEVIN HEDQUIST. FOR THE SUPERVISOR BOARD, JIM KLOSTER, JOHN JONES, ALFRED SHENTON, RUSSELL NELSON, HEATH GILLHAM. CLERK SANDY FORSMAN.

 

 

A REVIEW OF THE SEPTEMBER 14TH, 2006 MINUTES, MOTION BY RALPH TO APPROVE AS WRITTEN AND SECONDED BY KEVIN ALL IN FAVOR MOTION CARRIED.

 

SCOTT JOHNSON AND HIS WIFE APPEARED BEFORE THE BOARD 4331 112TH ST. N.W. ASKING FOR VARIANCES IN ORDER TO BUILD A TWO STORY HOME. THE VARIANCES INCLUDE A 75 FOOT VARIANCE FROM THE LAKE, A 65 FOOT VARIANCE FROM THE CREEK AND A VARIANCE FROM COUNTY ROAD 123 CENTER LINES OF 75 FEET.   THIS WOULD ALLOW A REPLACEMENT OF TWO CABINS. STEVE MADE A MOTION TO ALLOW THE VARIANCES OF 75 FEET FROM THE LAKE , 65 FEET FROM THE CREEK AND FROM THE CENTER LINE OF COUNTY ROAD 123 A VARIANCE OF 75 FEET THIS ALSO TO INCLUDE A 2400 SQUARE FOOT TOTAL LIMIT FOR ACCESSORY BUILDINGS. RALPH SECONDED ALL IN FAVOR MOTION CARRIED.

 

SUPERVISOR BOARD- MOTION BY ALFRED TO ACCEPT THE RECOMMENDATION OF THE PLANNING AND ZONING BOARD, ALL IN FAVOR MOTION CARRIED.

 

WESS OLSON AND WIFE APPEARED BEFORE THE BOARD FOR INFORMATION ON A POSSIBLE SPLIT OF LAND OF 40 ACRES INTO TWO 20 ACRE PARCELS OFF OF 127TH AVE. N.W. WOULD LIKE TO BUILD A SECOND HOME ON ONE OF THE PARCELS AS A HOME IS ALREADY THERE. SINCE THE ACRAGE IS ZONED AGRICULATURAL THE BOARD COULD NOT GIVE A RECOMMENDATION . WESS THANKED THE BOARD FOR THERE TIME.

TOM SCHANEY APPEARED BEFORE THE BOARD TO EXPLAIN HIS THOUGHTS ON THE LAND HE PURCHASED KNOWN AS THE NORTHERN RV PARCEL OFF OF COUNTY ROAD 75. HE SHOWED TO THE BOARD A PROPOSED SIGHT PLAN THAT WOULD INCLUDE A DIVISION OF THE 10 ACRE PARCELS INTO FOUR PARCELS. HE STATED TO FIX THE PRESENT BUILDING WOULD NOT BE FINANCIAL SOUND. HE HAS HAD SOME INQUIRIES TO PURCHASE THE WHOLE PARCEL AND ALSO TO PURCHASE JUST PART OF THE ACRAGE. HE MAY DEMOLISH THE OLD CHEESE FACTORY BUILDING AND THE GARAGE NEXT TO COUNTY ROAD 75.HE STATED HE WILL LET THE BOARD KNOW ON ANY FINAL DECISIONS.

 

THE BOARD RECEIVED TWO REVIEWS ON CONDITIONAL USE PERMITS ONE FOR THE TILLER CORP (BARTON PIT) AND ONE  FOR THE STATE AGGREGATES (MARTIE PIT). THE BOARD REVIEWED THE CONDITIONS OF THE TILLER CORP AND FOUND THAT A CONDITION LISTED STATING THAT A PLAN TO BE SUBMITTED BY NOVEMBER 1ST 2006  CONCERNING LANDSCAPING AND BERMS HAS NOT OF THIS DATE BEEN RECEIVED. UNTIL THIS PLAN HAS BEEN RECEIVED AND REVIEWED THE BOARD CAN NOT GIVE A RECOMMENDATION.

THE BOARD THEN REVIEWED THE PERMIT FOR STATE AGGREGATES, RUSSELL MARTIE WAS IN ATTENDANCE . THE BOARD DID NOT FIND ANY VIOLATIONS AND MR. MARTIE ANSWERED ANY QUESTIONS PRESENTED. A MOTION BY STEVE TO EXTEND THE PERMIT FOR A YEAR AND TO BE REVIEWED AGAIN IN OCTOBER 2007, SECONDED BY RALPH MOTION CARRIED ALL IN FAVOR MOTION CARRIED.

SUPERVISOR BOARD- HEATH MADE A MOTION TO ACCEPT THE RECOMMENDATION OF THE PLANNING AND ZONING BOARD AND WAS SECONDED BY ALFRED ALL IN FAVOR MOTION CARRIED.

 

SUBDIVISION ORDINANCE- BOTH BOARDS REVIEWED AN ORDINANCE THAT WAS ESTABLISHED IN 1997 CONCERNING ROADS AND DEVELOPMENTS IN THE TOWNSHIP, THE BOARD DECIDED THAT WHEN DEVELOPER AGREEMENTS ARE GIVEN OUT THIS ORDINANCE WAS TO BE INCLUDED.

 

MOTION TO ADJOURN BY KEVIN AND SECONDED BY STEVE ALL IN FAVOR MOTION CARRIED.
