In attendance for the planning board , Bill Langenbacher, Mary Hill, Kathy Lesicka, Amy Forsythe, Not in attendance Johann Massmann, In attendance for the  supervisor board, John Jones,  Doug  Schneider, Heath Gillham, Russell Nelson Steve Langanki. Clerk Sandy Forsman

 

Meeting was called to order by Bill Langenbacher. Review of the minutes of June, 2009. Kathy asked for a amendment of the minutes of June to include the discussion with Mr. Foley on the number of tow trucks in residence on the property, in the discussion Mr. Foley stated that two would be in residence but on inspection four are in residence. This being put into a motion and seconded by Amy all in favor motion carried. Motion by Mary to accept the minutes with this addition and seconded by Kathy all in favor motion carried.

 

Bill called before the board Lance Lindstrom representing Don Anderson Property.

Mr. Lindstrom requested that the 57 plus acres be rezoned from Agi. To Agi residential as in the future land use plan of the county. At this time there is no proposed to subdivide. Questions to Mr. Anderson on the possibility that the Wild and Scenic Act may effect his property ? Mr. Anderson had no knowledge that this has a effect on his property. Mr. Lindstrom stated that he will look into this.

Motion by Amy to allow the 57 plus acres of Mr. Anderson to be rezoned from Agi. To Agi Residential, Mary seconded all in favor opposed Kathy, motion carried.

 

Several residents asked to be heard considering the Conditional Use Permit for the Buddhist Temple. At their last fund raiser held in August several conditions to the permit were abused and the residents stated the Music again was loud and the times for the music to play as set in the permit were ignored as the times of the starting of the event  .Mr. Coudron a neighbor of the Temple stated the Music was loud and the times allowed for this were ignored. Mrs. Kasper stated that it disturbed the Lock Lake neighbor hood . Mr. Anderson lives more then a mile away from the event and stated he heard the music at his home, also Mr. Forsman, Mr. Lindstrom. With additional calls to the County Sheriff department noted by other neighbors and to the Supervisor board members. Mr. John Jones a board member had to ask that the event to close on Saturday as it was going longer then permitted. Mrs Kasper asked the board why if the permit is continually ignored they allowed more permits to be given? Bill suggested that a letter be drafted to be sent to Wright county Planning and Zoning from the boards with these concerns .To be continued at September meeting.

 

Motion to adjourn by Mary and seconded by Amy all in favor motion carried.

Supervisor board by motion of Steve approved the recommendation of the planning board to change the property of Mr. Anderson of 57 plus acres from Agi to Agi Residential, Heath seconded all in favor motion carried.

 

 

Doug Schneider after listening to the residents concerns on the alleged conditional use permit violations by the Buddhist Temple Events  agreed that a letter be sent to the Wright County Planning on the township concerns that this permit not be renewed  with out further review. Mrs. Kasper stated she would like to take up a petition and asked if this could be included with the letter. The board stated that it would include it if presented. Letter to be drafted by the September board meeting.

 

 

John stated that he had to shut down the event because it ran after the stated hours.

Doug stated that the conditions of the permit had three years to be completed as of yet the drain pond is not finished the foundation that has been laid two years probably can not pass inspection after being in the open for two years and the parking areas have yet to be addressed. And other issues.

 

 

Doug talked about a letter to be drafted by the clerk to the county on Mr. Foleys signage issue and if he is in compliance and on the issue of his number of tow trucks on the property he is renting. Kathy made a motion to have this letter sent and Mary seconded all in favor motion carried.
