REGULAR PLANNING AND
ZONING MEETING
UNAPPROVED
Steve Duncan called the meeting to order.
In attendance for the planning board, Steve Duncan, Ralph Uecker, Steve Langanki, Johann Massmann, William Langenbacher.
In attendance for the supervisor board, John Jones, Jim Kloster, Heath Gillham, Russell
Nelson, Alfred Shenton Absent.
Clerk Sandy Forsman in attendance.
Review and approval of the November meeting minutes, Ralph
made a motion to approve the minutes as written, Bill seconded all in favor
motion carried.
Jim Nelson representative for Verizon
to placed on Wayne Hoglund property a tower for cell
phone communication.
Mr. Nelson presented a site plan of placement, this tower
would be 185 feet tall and be self-supporting, no guide wires. Questions on set
backs and the one to one set back requirement. Jim stated that it is for safety
concerns that this tower if approved have the requirement that all set backs be
185 feet from any structure there for the rule of one to one set back be in
place. Bill stated he in favor of the one to one
setback and that this tower meet all codes. Johann spoke that this tower not
exceeds the stated 185 feet stated for the set back requirement. Bill made a
motion to allow this tower as long as the one on one set back requirement is
met and all codes for the placement, Ralph seconded all in favor motion
carried.
Supervisor board- Jim made a motion to accept the
recommendation of the planning board and emphasized the importance of the one
on one requirement for the setback, Heath seconded all in favor motion carried.
Steve Anderson for Franklin Sign-Placement
of a billboard on the property of Mr. And Mrs. Young (Whispering Pines Log
Home). Presented a site plan and stated that Federal and State permits
had been approved. Johann questioned that an existing conditional use permit
already is in place on this property for a residence. Also
that the placement of this billboard is in low lands that tend to flood in the
spring. Also this placement is in view of other residence on a service
road that is used frequently. Steve made a motion to allow the Bill Board and
Ralph seconded, Johann and Bill opposed, Steve Duncan voted for the placement
also vote carried 3 to 2 in favor. Motion passed.
Supervisor board- Heath made a motion to accept the Planning
board recommendation, Russell seconded, Jim Opposed, All in favor motion passed
3 to 1.
Travis Bosacher- Renew conditional
use permit for a kennel and an expansion from 82x84 to
102x105.Site of kennel on 40 acres. Steve made a motion to allow the expansion

To renew the conditional use permit, this permit allows no
more then 150 dogs. This seconded by Johann all in favor motion carried.
Supervisor Board- Jim made a
motion to accept the recommendation of the planning and zoning board, Heath
seconded all in favor motion carried.
Tracy Larson called, not in
attendance.
Motion to adjourn by Steve and
seconded by Bill all in favor motion carried.
