REGULAR PLANNING AND ZONING MEETING

FEBRUARY 12TH, 2008

In attendance for the planning board, Ralph Uecker, Steve Langanki, Johann Massmann, Bill Langenbacher, absent Steve Duncan.

For the Supervisor Board, John Jones, Heath Gillham, Alfred Shenton, Jim Kloster, Russell Nelson, Clerk Sandy Forsman.

 

Knife River conditional use permit for the Naaktgeboren Pit. Brad and Holly representative for Knife River. Also in attendance were neighbors of the Naaktgeboren pit. Knife River is asking that the conditional use permit be expanded to having storage  at the pit site of shingles and equipment and grinding of said shingles.

Neighbors spoke that in 2007 they felt that there was more of an odor and noise than before, and that the storage of shingles to be ground into the hot mix on the site was not acceptable as. One resident felt that if the shingles need to be used for the hot mix that they should be ground at another site as apparently done in 2006 and 2007. Brad from Knife River stated that the storage amount was five thousand ton. Jim spoke to the residents stating if this had been a problem why was this not brought to the attention of the board?

Mr. Knutson stated he spoke to Tom Salkowski on the issues presented tonight.

Johann made a motion to allow the conditional use permit for the Knaaktgeboren pit with these conditions, The permit would be allowed for one year, the operation hours were as follows Monday through Friday 7 A. M. to 7 P.M. no plant operations on Sunday or legal holidays. Weeks with weekday holidays shall be four day weeks, and no plant operations shell be allowed on consecutive Saturdays nor on more then total of seven Saturdays over the course of the season.. This would be a seven month operation. Some Saturdays would be allowed in consideration of rain days. Knife River would be required to use a odor agent in preparation of the hot mix. No off season storage. Storage would be allowed only during the seven month period of operation, no grinding of shingles at the pit or crushing of concrete. Historically the original permit did not allow for this expansion of further operations and the board feels at this time not to address this issue. This was seconded by Bill all in favor except Steve Langanki motion carried

 

Supervisor board accepted the recommendation of the planning and zoning board..

 

Verizon Tower- Wayne Hogland property.

Two neighbors (Paul Wourm, John Pendzimas)  whose property adjoins Mr. Hoglunds were present with the representative for Verizon.

These property owners request that the tower be moved further east on Mr. Hoglunds property in consideration of a view from there homes. This tower would still meet the one to one guide lines recommended by the county , Since the township road runs through one of the property owners property the township right of way is not considered a property line..

Steve made a motion to allow the move east of the tower from the original recommendation at the January  meeting which still would be in keeping with the one to one county recommendation this would also include the distance from the township road which would be acceptable.

Bill seconded all in favor motion carried.

Supervisor board accepted the recommendation of the planning board all in favor except Russell motion carried.

 

 

Dean Schmitz

Mr. Schmitz appeared before the boards with the blue prints for his new I ½ story home to replace the home that was destroyed by fire. The new building would be the same foot print as the old and the 1 ½ story would be at the back of the building. This home would be centered on the undersized lot which would include a variance of 8 feet from the property line on both sides.

Bill made the motion to accept the new building plan with the variance and the 1 ½ story at the back of the building Steve seconded all in favor motion carried.

Supervisor board accepted the recommendation of the planning board.

 

Patty Gangelhoff voiced concerns on use of fire arms near homes. Board tabled this to the regular Meeting.

 

Motion to adjourn by Steve L. Seconded by Bill all in favor motion carried.
